It's currently possible to create/update a page with no content, which

causes breakage.

One would need to add a specification to page_spec.rb that attempts to create a page with no content and expects creation to fail. Initially creation will succeed and you'll have a failing spec. Then implement the validation in the model and make the specification pass.
